It's nothing that fancy .. it's merely a statement that the person
listed in the Signed-off-by actually wrote the patch and has the right
to contribute it.

For the kernel, the explanation of Signed-off-by (and related tags like
Acked-by and Reviewed-by) is in Documentation/[1]
