I'd vote for plain-text. My mail clients can read both format, but I usually find HTML e-mails to be ugly. Now, I'm not sure my vote is strong enough to base your decision on it: I reported only a few bugs, hence I should not be considered as a regular redmine user. And of course a per-user settings would be the best of the world.
