Updates patches for Rack support (and therefore Passenger) for Puppet 0.25.0 follow. I've incorporated all comments, except for the missing explicit fail if rack is not available.
Also, puppetmasterd inside Passenger may not (always) work, because of wrong defaults if the process is not named correctly, but this should be okay for now, provided that the user properly follows the instructions. If you need to get a beta out now, I'd say take the code an run with it.
