I'd forgotten about that file. It contains:

[files]
  path /etc/puppet/files
  allow *.lan
  allow 10.12.0.0/24
  allow 10.8.0.0/24

[plugins]
  allow *.lan
  allow 10.12.0.0/24
  allow 10.8.0.0/24

Perhaps adding 127.0.0.1 to this will help, as that'll be what puppet sees due 
to the apache proxy (right?)
