So I've finally gotten some time to do some testing on 0.25.x, and
there seem to be a bunch of changes that I wanted to clarify before
bug reporting.

This is all 0.25 server with 0.24.8 client testing.

* We no longer specify "environment" in the server config file to
specify the default environment?
   If I do this with 0.25 (server) then this seems to enforce the
client environment rather than providing a default

* We no longer need to specify a list of valid environments on the
server with "environments" right?

* Do we still want an environment specified on the command line to be
overridden by an environment fact ?
   (I'm unsure about which should take precedence myself)

As for the non-CA server part... We run one CA server, and like having
our non-CA servers be unable to actually perform the role of the CA,
so we don't set them up with the CA private key etc, just enough of
the public side to function.

I noticed when setting up 0.25.x that it now requires the CA private
key to be on the server, even if you're not functioning as a CA. This
seems undesirable to me, but there might be a bigger picture I'm not
aware of.
