As an aside, can you ask whoever's in charge of Gmail to fix inline  
responses so that a response to a response actually shows the  
indentation?  Gmail + mail.app == total failure.

Anyway...

You *should* use modules, and they should work right now.  Have you  
tested per-environment plugin downloading and verified it doesn't  
work?  Because it should.
