I believe the sleeps were there because the tests embody a race condition; the application is executed in start and daemonizes. At that point it is chronologically independent of the test program.
If you check for the creation of the ssl directory too soon (for some definition of "too soon") the test will fail even though, had you waited, it would have passed.
