Minor packaging fixes included since 0.25.0:

- Include the pi program and man page (R.I.Pienaar)
- Move puppetca to puppet package, it has uses on client systems
- Drop redundant %doc from manpage %file listings

Unless something changes drastically before 0.25.1, this should be
good to apply and ship in the tarball for folks building packages
locally.

This is also available from the feature/0.25.x/redhat-specfile branch
at git://jet.mox.net/~tmz/puppet.git.
