Yes, I think that probably would be good. Though I'm not sure where
it should be put in the package. I'm not sure whether we should
install it to /etc/puppet or add it to the documentation files in
/usr/share/doc/puppet-$version.
While at it, README.queueing and conf/puppet-queue.conf should
probably be added as well.
Perhaps both auth.conf and puppet-queue.conf would be best placed in
/usr/share/doc/puppet-$version/examples/conf?
