It's vestigial.  We used to use it when deciding whether to recompile  
a catalog - we would force a catalog if any facts changed, but we  
ignored dynamic facts like memfree because they always change and  
changes in them weren't sufficient to trigger a recompile.

I'd like to add some support for this back in the future, but I think  
it'll end up looking pretty different - at the least, I think it will  
largely be server-side rather than client-side.
