Fully agree - I make no claims my RPMS or DEBs are policy-compliant.
 To do that I'd need to split out Rails and the Gems and package
them individually.  I may do that at some point but at this stage
there is limited return on investment.  Hence the Puppet Labs hosted
Yum repo.
