They're not in different scopes, so I don't really understand what you mean here; they're all part of the same catalog.

This would add an additional required step for configuration - 1) download puppet.conf 2) actually pay attention to stages.

Basically unacceptable.

And we're not adding any new syntax - the language syntax is there for unrelated reasons, it's just very convenient in this case.

It's out of the way by default so it's at least a feature people will
find *later*, and isn't additional overhead to understand up front.
It's an advanced topic.

It's already out of the way by default - just ignore them and you'll never know they're there.

yeah, well we already struggle with people with what we have today
relationship wise, just seem complex i need a way to test to say for sure


I'm leaning back toward restricting stages to only classes.  I'm
concerned that the usability cost of the wild west there could be so
high that it will eliminate the benefits we're getting from it -
people will just consider them magical and dangerous, rather than
useful.  What do you think?

yeah, but i almost never do resource level requires almost always class level so it all just seem more natural to me, need someone else oppinion though :)
