I just opened http://projects.puppetlabs.com/issues/6443

saying that auditing should be disabled by default:

I ran into two instances where auditing was logged:

1. when files updating due to pluginsync
2. any new files where source is managed

I know #2 is a regression in 2.6.5, I am not 100% sure about #1
