As you've now found, this is an old request.

Weirdly, I could *swear* I added a bitflip to disable all of this management if 
desired, but I can't find it in defaults.rb.

As I always ask, though, why not just change the config to point it where you 
want?

confdir and vardir are relocatable, it's really just puppet.conf that's not 
relocatable by default.
