We have community contribution<https://github.com/puppetlabs/puppet/pull/628>that allows specified UIDs (aside from the existing system user of uid < 500) to be excluded from a user purge.
There was not an existing ticket, but I created #13875<http://projects.puppetlabs.com/issues/13875>because the contribution isn't holistic enough to satisfy #2286 <http://projects.puppetlabs.com/issues/2286>. I have a few concerns (not necessarily in order): 1. Do we want to add an exclusion aside from unless_system_user? 2. Is the contributed format for ranges something we want to keep? 3.
