I think this would come down to what the most common type of managed OS X system is, based on the number of users on the system, and the portion of those users managed by puppet.
Personally, I have only two users (root and a non-privileged user), and they're both managed, so the prefetching makes sense for my case. Without any real data, I'd suspect that most OS X servers are similar - only a few accounts, with all managed by puppet. It's uncommon to have a Mac with a lot of local user accounts (and even so, you'd use DS for that). So I think prefetching is the win..
