It's not crazy at all! In fact, I think you'll find that Tim Sharpe's
librarian-puppet tool does a lot of what you're interested in today.

The Forge team at Puppet Labs is certainly interested in solving these
kinds of workflows with our own tooling but since librarian-puppet is out
there and awesome, we're focussing on some other big pain points at the
moment. If something's not quite right in that tool, consider contributing
to it. We'll certainly be looking at it for inspiration when we've got some
time to work on this.
