I changed the behavior to confine the lsbminordistrelease fact to the presence of thelsbdistrelease fact instead of the kernel version. It seems that any time the lsbdistrelease is set, then we want to try and set the minor version as well, regardless of the kernel. I also updated the spec tests to exercise the expected confinement behavior, and exercise the expected behavior with multiple digit versions.
