Sorry, I think that's unclear.  I meant that fragment order is not 
specified *via* Concat resources, though indeed the Concat type is involved 
in assembling fragments in the right order.  Nevertheless, I maintain that 
if ACE ordering could be managed entirely via an Ace type if there were no 
other use for a central Acl type.
