I have a workaround for now.

If you create a module called "facts", and put your facts into
modulepath/facts/files/

then when clients request to synchronize their facts with their
default factsource of puppet://$server/facts/ they will in fact be
synchronizing with the module, not with the 'facts' mountpoint defined
in fileserver.conf
