This is really and oooold version (almost 2 years old).
There were tons of bug fixes and new features between this version and
the curent 0.24.6.

I'm sorry, I don't have any idea about your issue: I never used 0.20
myself (I started to use puppet around 0.23).

I'd suggest you upgrade your clients and masters to a more recent
version.

You can apply lenny's or unstable puppet package to etch without any
troubles.
And if you are reluctant: etch-backports contains 0.24.4.
