Is this going to be a read-only interface, or do you expect to be able to eventually use it to edit/generate manifests? If it's the former, then check out puppetdoc. As of 0.24.7 it can be used to generate html that describes most of the node-class-definition relationships, along with any markup that's included in the manifests.
