our problem was namespaceauth.conf, since we fixed it, our 24.x clients
seems to work with 0.25 and passenger
namespaceauth.conf:
[puppetrunner]
allow 127.0.0.1
[fileserver]
allow *
[puppetmaster]
allow *
[puppetbucket]
allow *
[puppetreports]
allow *
[resource]
allow *
