That bug is about modifying existing repo definitions, where there already are multiple sections within a single file. Like the six repos in /etc/yum.repos.d/CentOS-Base.repo. And the reason no-one has bothered with working around that is probably that it actually works. At least I have had no problems with doing that with at least 0.24.4, 0.24.8, 0.25.0 and 0.25.4.
