First, I wouldn't be very surprised if it's fixed. There had been a huge amount of refactoring since that version. Second, I've never heard of this bug before, unless you're using a version of BSD. Are you using a version of BSD? Third, have you tried opening puppet.conf in a hex editor and looking for strange characters? > Is this something that has been fixed in newer puppet builds?
