If it's easy for you to reproduce the issue you really should git bisect
the issue and tell puppetlabs what commit is the root cause (the
differences between 2.6.2 and 2.6.3 is not that big).
This way, they'll certainly be able to fix it.

Do we have a redmine ticket to track this issue?
