You might be missing a message that Puppet is applying a cached catalog because the master failed to compile a new one; that's normally what happens when there is a syntax error in a node's manifests. We're missing all details of Puppet's output, whether to the console or to the system logs. Also the contents of the manifests involved and the command you used to run Puppet.
