I have a description of the setup I used at my former job at http://blog.nistu.de/2010/01/18/continuous-integration-for-puppet/ Since then I wrote cucumber-puppet and integrated it into the mix. This doesn't address the issue of spinning up VMs and actually applying catalogs, but still helped find bugs before manifests went into production.
