You'll want to wrap double quotes around the executable, and then single
quote the entire command line:

command => '"C:\Program Files (x86)\RSyslog\Agent\RSyslogConfigClient.exe"
"C:/Program Files (x86)/RSyslog/Agent/customsyslog.xml" /f'
