I have the following setup (names of the RPM packages):

puppet-server:
- puppetmaster
- mcollective-client
- rabbitmq-server

nodes:
- puppet  (puppet client)
- mcollective (this is mcollective server)


So I guess you don't need mcollective server on the puppetmaster machine (if you don't want to run commands on that machine too).
