If I understand that article, it describes setting up a "local" repository 
in the sense of "resident on the client for which the packages are 
intended."  That seems strange to me, but I would heartily recommend the 
alternative of a single central repository for your site or organization.  
Put your custom packages there, and use Puppet to point your clients to it 
and tell them which packages to install.

Having a real repository can be a big plus when you need to perform manual 
administration.
