for me please.

I will try it on my system as well.

Another possibility that comes to mind: Users::Useraccount is a DEFINE.  That 
could make the difference.

and ran it with puppet 3.0.2 (ruby 1.8.7 and 1.9.3): 


> bundle exec puppet apply t.pp 

Notice: tagged 

Notice: /Stage[main]//Notify[tagged]/message: defined 'message' as 'tagged' 

Notice: Finished catalog run in 0.03 seconds 



Is there maybe something else that is going on here? 








Looks like a bug to me. I suggest you file a ticket.
