Follow up: The patch I mentioned is in 2.7.18, available from Fedora updates, but what I had Cobbler installing was the 2.7.13 from the original Everything repository (it's not in the Fedora repository). I added an updates repository to cobbler, containing the 2.7.18 version and the dependencies it needed (newer ruby, facter, rubygems, ruby-libs, rubygem-io-console, rubygem-rdoc ruby-irb rubygem-json rubygem-bigdecimal; the cobbler doc hints that the reposync will resolve dependencies for you, but I find that works inconsistently if at all). Result: success! The puppet agent runs as expected.
