You are looking at an old version of HDP (1.1).
The current version is HDP 1.2.3.1:

HDP 1.2.3.1 is based on Ambari 1.2.2, which is very different from the 
Ambari version packaged with HDP 1.1 (based on Ambari 0.9).
Ambari 1.2.* line is a complete rewrite of Ambari, and does not use 
Puppet's master-agent architecture unlike its predecessor.
It does use Puppet, but only in "local apply" mode to manage package 
installation, user/group creation, and such, on the managed hosts.
The Puppet library that is used by the Ambari agent is completely sandboxed 
- it will not interfere with your existing Puppet installation.
