Alternatively, you can use two-step approach to install RPM located at
Puppet Master:
1. Copy the rpm file from Puppet Master to Puppet Agent
2. Install the rpm file on Puppet Agent from local path
This looks like following:

ensure => installed,
provider => 'rpm',
source => '/tmp/python-boto.rpm',
require => File["/tmp/python-boto.rpm"],
}
file { "/tmp/python-boto.rpm":
source =>
