Does the user running puppet has permisissions for the certificate 
files?

Yes, the gem is installed, actually 2x, I saw in a post on the github
site for hiera-eyaml.

|/opt/puppetlabs/puppet/bin/gem install hiera-eyaml

the result for list is that it appears for both..
