Thank you for the reply, your suggestion fixed my issue.

I was following (outdated?) instructions here:
https://docs.puppetlabs.com/guides/install_puppet/install_debian_ubuntu.html?_ga=1.64264812.215601368.1448036026

and they were referencing the old package names.
