"All in One" did not start until 4.x. In general - even if you managed to make some odd combination puppet/hiera work, puppet and hiera more or less need to move at the same time - sometimes bugs are on the puppet side, and sometimes on the hiera side. A new feature may be in hiera, but may need support on the puppet side and vice versa.

This is one reason that hiera is only part of the "all in one" from 4.x forward.

On 3.x it is more difficult to line up versions; you have to look at what was released at the same time, and then go from there.

Others may have tried the combination you are after already - I am just responding with the generic answer... i.e. YMMW.
