The first error (Error 500) seems to indicate that the file

I verified permissions and this doesn't seem likely as everything under 
/etc/puppetlabs seems to be globally readable.

 Yes, indeed the selinux was essentially a copy of the one in production. 
 I listed the key difference was the path reference to the messages.zabbix 
file.  I've gone over these files with a toothpick at this point and 
verified 'diff' output.
