Hi Christopher, I'm running the xenial packages on Debian testing myself, and have no issues with running the pdk validation of the puppetlabs-ntp module. If I use the Gemfile.lock from your log instead of a clean one, I get the same error. Please remove the Gemfile.lock and try again.
