The subroutine is called with the full module path anyway, this just
causes the following warning when running the tests:

Attempt to call undefined import method with arguments ("parse_kernel_cmdline") 
via package "Proxmox::Install::Config" (Perhaps you forgot to load the 
package?) at ./parse-kernel-cmdline.pl line 10.

No functional changes.
