Running PVE 7.2-7 (the issue happened on that system before with
earlier PVE 6.x versions), the first VM to start up (Start at boot,
order=1, up=120) fails to start after the entire server has been down
(i.e. power outage) and is freshly started.
The other VMs are starting fine later in the process. Once we are
aware that there is an issue, we can start the VM either by CLI "qm
start xxx" or GUI without problem. There must be a timing issue which
we cannot figure out yet.

I do not understand for what resource there is a timeout.

This may be a issue with PVE cluster or the storage. Is this node part
of a cluster? What storage are you using?
