How about setting missing values (en_US.UTF-8 or es_ES.UTF-8)
variables?
$ export LANGUAGE=en_US.UTF-8
$ export LANG=en_US.UTF-8
$ export LC_ALL=en_US.UTF-8
$ locale-gen en_US.UTF-8
$ dpkg-reconfigure locales
$ pveversion
I like locale in spanish.
Can I?
setlocale: LC_ALL: cannot change locale (es_ES.UTF-8)
The other commands OK. I generated es_ES.UTF-8 with dpkg-reconfigure
locales
