Yes, only the new node need to be empty before added.

Hi, 

Can I make a cluster on an existing Proxmox with running VMs and add a 
freshly installed Proxmox node? 

The wiki says: 
"Please note, the node cannot hold any any VM´s."

I understand the unique VM IDs, if the node I want to add doesn't 
contain any VM's, there is no problem. But the wiki doesn't say anything 
about running VM on the initial node.
