This is the problem. I don't see Estonian option either, you can try
modifying keyboard entry in /etc/pve/datacenter.cfg

If I change my own keyboard to English, then it works fine.
On screen keyboard show correctly my letters and positions and when
I click them, correct character appears.
Havent tried RDP, yet, but annoying bug.
