I don't think we ship a tool for that, but you could try something similar to
this per cluster as root:

#!/bin/sh
for host in $(sed -ne '/"online": 1/{s/^.*"ip": "\([^"]*\)".*$/\1/p;}'
/etc/pve/.members)
do
    ssh $host "the command you posted below"
done

Ideally at a point where all nodes are online ;-)
