Shutdown works by sending a acpi (power off) cmd to the VM, if the VM is not configured to respond to this, then nothing will happen. Can be tricky with Windows VM’s as the various windows versions do it differently, plus it matters if someone is logged on to them, also domain/policy settings 😊
