Thank you for your hints. Installed packages:

acpid
acpi-support (not installed in my 1404 VMs, but no change if deinstalled)

Unchecking the Guest Agent option on proxmox side the shutdown works (=ACPI).

Installing "acpitool" doesn't change anything (and due to man page ist not able 
to shutdown - only hibernate).

Not that much experience with the agent regarding this but the QEMU
agent sends an ACPI shutdown call, AFAIK.
Check if you have installed the acpitools so that the VM also reacts on
this call.
