pveceph is part of pve-manager, whose changelog lists jewel support[1],
and it was announced in the forum[2] (including the HowTo). there has
been no PVE 4 version bump (to 4.5) since then, so it hasn't been part
of any bigger "announced" release / roadmap update

I would have expected that forum message to arrive to pve-user too. Are
we expected too read all changelog files of all packages in our Proxmox
servers? :-)
