Are you are using some iscsi setup that manages the luns independently for each VM? then take a look at this link. https://pve.proxmox.com/wiki/Storage:_User_Mode_iSCSI
There has to be some method for creating the VM partitions - this is why LVM is preferred as the option if you give it an entire iscsi target.
